ABOUT THE PROJECT
A consultant arrives on an island once destined for military defense, now slated for reconnection with Manhattan. Through his encounters with residents, caretakers, and institutional figures, fragments of a future city surface: stray emails, half-spoken plans, unfiled proposals. Persuasion becomes a form of construction long before it takes shape in concrete.
Between public optimism and private doubt, the film looks at performance as a fragile element. The Consultant is a portrait of expertise under pressure and a city imagined through speculation and collapse.
